Google Adwords, Phishing and Identity Theft Concerns

So I helped friend set up a new adwords account, and they received a letter saying blah blah we’re having a hard time linking your credit card to your address we need you to fax over a copy of the credit card and a form of id like a drivers license (that’s the summary not actual words used). We wrote back to google (from the adwords site not replying) and they verified it was a legitimate request. I’ve never seen a request like this before (although I haven’t set up a new adwords account for a while to be honest) and the person is understandably worried about phishing and identity theft. So has anyone else ever seen or heard of a request like this?
For the record this is an actual legitimate flesh and blood person who is not me, and is not someone conjured up out of my imagination.

I’d ask the card issuer’s advice, seeing as it’s them who you’ll want to pay up if the card gets cloned.

Maybe it’s a Debit Card?
I’ve set up quite a few AdWords accounts and have never seen this.

Yes happened to me before as well, but not with Google, it was with Ipowerweb for a hosting plan, because i placed the order from a foreign country, with an american credit card, so they wanted to make sure i was the one i said i was, i understand this, this helps the client more than it does help the company.
