They’ve always shied away from discussing penalties - I’m not precisely sure of the reason, but I suspect there’s a fear that providing direct answers could result in A)a lawsuit of some kind (not a warranted one, but someone who’s lawyer happy) B)someone gaming the system (ala the Forbes Google-Bowling story) or C)a natural desire for everyone who’s ever been penalized to get their 30 seconds talking directly.
In any case, I suspect we’re still a few years away from having open conversation on the issue of search engine penalization (not that I wouldn’t love to be proven wrong).

The last time Google opened its mouth about something people just went nuts. The smart thing for Matt Cutts to do is to keep a tight lid on what Google’s doing. Being open about it leads to more accusions of FUD and bad PR about Google “policing” the internet and big-brother-watching-you hysteria.
If Google spoke up about which links are triggering a penalty and why Google penalizes this and that people are just gonna use it as cannon fodder to bitch about how Google is taking people’s freedoms away.
